Stray groups of Chihuahuas were teaming up and including larger breeds, harassing and cornering townspeople in their streets and homes.

The problem was believed to have stemmed because the stray chihuahua’s where not neutered and excessive breeding and fighting for mates was causing them to become more agitated and aggressive than usual.
